You can see part of its wing at the bottom of panel 3, but I didn't consider it enough to merit a Suzaku tag.

No, she's doing it properly. The ghost in the story would count the plates, always expecting 10, but always coming up one short. Kisume counted the same way a couple of strips ago. Kogasa's just not quite scary enough when she does it.
