I, for one, am glad Yura's a super utility light cruiser who can do a lot of things even if she's not the top-tier choice. With the right loadout, she can hit just as hard as the other front-liners, even if she has no duty to be there.
Being the only light cruiser who can also launch seaplane fighters is also pretty neat where the obvious choices (like CV, BBV, CAV and the likes) are locked out.

Still the only light cruiser that can launch seaplane fighters and opening torp... and can still DA at night.
To be fair Silence is the best choice of all four if you don't already have a good 5-star or 6-star healer.
Just to add, while you'll need to be lucky with the recruitment tags, Projekt Red is at least a guarantee with Fast Redeploy/Specialist and Crowd Control. Silence does not have tags that guarantee her. Even if you get Senior Operator and Medic, the pool is shared with Warfarin and Ptilopsis.
That said, I did choose Projekt Red for the name alone. The Witcher reference felt intentional. Now, I know she's a cute bundle of fluff and a useful assassin
The fact that Shenhe's talisman clone is ACTIVELY stopping her from activating that talisman is one thing, Ayaka emitting a blizzard and Keqing supercharging is another

Doesn't her family lore dictate that the next in line will be imbued with all of her memories, though?
Yes, but she has to spend 100 years in the afterlife between each reincarnation. Touhou being the way it is though, that's not necessarily a dealbreaker for her being present in the story, though I also don't expect that she's actually going to die in canon.

If my memory was correct, her lifespan per reincarnation gets shorter and shorter. She will be dead eventually
