After a tough battle with my computer, this image, and my anger I finally manage to shrink down to a more reasonable size. Hopefully quality hasn't went the drain when I did it.
I can't tell what hair color this should be. It looks a bit gray, but also a bit blue, and then a bit white? Only the streaked hairare clear.
The main color looks like grey to me. The white and blue/aqua bits (apart from the streak) are just lighting/shading IMO. The streak is aqua tending toward blue, both of which you already tagged. With in-between or hard-to-tell colors, it's usually better to keep multiple tags than decide arbitrarily and risk missing someone's search. Personally, I would tag grey, aqua, and blue, but not white. For next time, consider using topic #12251 for this kinda question.

Several years ago I stumbled upon this exact artwork on Deviantart. It was made by a Russian user I think. They also made more art such as Himmler slouching in a deck chair near Piłsudski’s garden and Stalin knocking down the fence on the other side of the yard.
@Hereinafter Some context. This is not a revision. This is image 2 of 2 of the Pixiv album. The cropped version is image 1 of 2. They were posted together originally. For some reason the artist decided to delete this full image from that album, leaving just the cropped one by itself.
The filename of this post is 61925134_p1.jpg. Given that its the second image of the album, and that it was deleted, wouldn't the surviving image be the parent instead?
