It's probably because of small bolts that attach the rack to the frame. They aren't suitable for heavy load. But you can say that average japanese high school student weights about 1/2-2/3 of an gaijin adult. So both of them aren't exceeding carrying capacity. I recall riding a minivelo(noname-chinese brand) of a friend and it has "45kg/max" written on wheel's rim. My first thought was, wow they just put wheels from a children's bike to cut the cost. But my friend told me that it's normal, because there are two of them, and weight is distributed between. But the girl in the picture is clearly puts all her weight on the rear wheel.
