A small issue with that is that a number of gyaru-fication posts are going to wind up as collateral. Particularly the ones that deal with ganguro, and they existed years before the current trend of blackwashing became a thing. I'm not a big fan of that either, but I just wanted to bring that up since those weren't created to open a front in the culture war.

Adding dark-skinned_female alternate_hairstyle alternate_skin_color in blacklist will leave gyaru and ganguro mostly unaffected with only 6 images getting caught in the gyaru tag with that blacklist combo and only 2 in the ganguro tag.

Definitely. This particular post is of middling quality at best, not to mention the misaligned eyes. It probably wouldn't have been approved if not for bias โ a huge amount of genuinely good art gets buried every day, while this artist seems to have a team of babysitters.
