Based on the short-lived LEGO Homemaker line - before minifigs were a thing, and well before they even thought of minidolls and the Friends line, LEGO's first attempt at characters were made for this line which was also one of their early attempts to market directly to young girls. This piece in particular seems to be a slightly aged-up version of the girl that appears in Set #276: Nurse and Child

Metroid Hunters released back in 2006, Metroid Prime 3: Corruption back in 2007 for North America and Europe and 2008 for Japan and finally Federation Force back in 2016. Those games were when Sylux appeared in, either in playable form for Hunters or as a cameo for the endings of the latter two games.
That means it's been 18, 17, 16 and 8 years respectively since we last saw Sylux. And he's back in glorious fashion!
