Bobby, one of the engineers at Fort Briggs. Took a while to find this guy, he appears at around 14minutes in episode 34 (This also seems to be the only time).
I wasn't expecting Yuki to be wearing shorts for the school uniform as she seems more feminine than that, but it does provide symmetry with the Iroha/Komugi pairing, and they don't look at all bad on her.
Not sure what's going on here; my best guess is it's kind of an absurdist humor thing with trying to create the situation of someone looking out from behind a utility pole.
I'm not sure why they are using a contraction of "Kotobukiya". The second frame supposedly depicts the Kotobukiya store in Tachikawa City. The weapons are from the "Modeling Support Goods" series of mecha add-on parts. The mechas are at various scales, but the weapons are about the right size to match the 1/10 scale Sousai figures. The one Madoka is holding somewhat resembles the cross-shaped weapon used by Nicholas Wolfwood in "Trigun".
