In contrast to Orfve's I think someone (her owner) didn't like how plain her original version was. So the best choice was to emulate her from someone- by turning her into a certain heroine protag. Heckle, her competition outfit looks idol-ish. Plain yet charming at it's own way.
Going by the tags on the original Pixiv post and the artist's other works, this is meant to be a personification of the Nod Scorpion Tank from C&C Tiberium Wars. Those weird leg chitin bits I presume are supposed to be adapted from the vehicle's cockpit, while the rifle appears to be pased on the laser upgrade for the turret gun.
The reason I added the tag "creator connection", is because anime writer Yoshimura Kiyoko was involved with writing the scripts for both Futagohime and Sonic, specifically the Sonic X anime, and the storylines for two Sonic games, that being Sonic the Hedgehog (2006), and Sonic Unleashed (or World Adventure).
