Digi-tan turned in to this penguin from an old Suntory beer commercial (which uses Matsuda Seiko's Sweet Memories as their song) for those wondering. And fun fact, that penguin eventually spun out in to an anime movie that the west recognizes as the Club Penguin Vietnam War movie.
And of course we get the mandatory "Isn't it sad, 'Xinacchi?" moment.
The worst part of this is that she doesn't have the excuse that Tact has in the form of Contrail (and by extension the 2020 Japan Cup that the show runners are building up towards).
... Part of me wonders if she's supposed to get her own anime or manga which would make this whole wait (in comparison to her sisters) make more sense.

Probably she is suffering from the Tamamo Cross thing, where that time she got delayed too.
I honestly think it's high time gacha gamers in general re-learn that not every introduced character has to be playable. Just as much as MMO players need to re-learn that not everything in the game world is introduced for you to eventually own it.
The vast majority of people and things in a fictional world should be worldbuilding fluff. The departure from that is why game worlds feel so constricted nowadays.

The issue with that argument in Verxina's case is that both of her siblings and all of her contemporaries (except Fenomeno, who was only recently introduced) are playable characters, most notably her arch rival Gentildonna.
Also the official website lists Verxina among the other playable characters while the characters that would fit the "worldbuilding fluff" are relegated to a different section of the character list...
She is Gorgeous! Im out of words how well Hoshi did her hair as it reflects her resilience during the battle of Tassafaronga perfectly. And the rope she carries is a good setup for what would come next when you see her damage CG and how well her crew managed to hold her afloat with what it was a makeshift brace. The long splitted skirt really gaves the Tuscaloosa-class a distinctive appearance as a class.
I really love how prude KanColle shipgirls are for the last years on a general basis and i know there are always exceptions but even those in comparison with most other "all main fictional female cast" IPs look less "on your face" for lack of better word.
As Ironic as it sounds, trying to not explicitly show off how over the top or/& lewd you can make your characters somehow ends up making a distinction specially since it seems C2staff is doubling down on taming the characters more even including their damaged CGs.

I believe the rope is actually a reference to when she had to tow Saratoga after she got hit by Nimu (I-26) in '42.

She's Tuscaloosa's older sister having been laid down, launched, commissioned, and decommissioned only a few months ahead of Tuscaloosa in each category. Both are New Orleans class heavy cruisers. And I too appreciate it when sister ships are designated by distinct and similar outfits.

Word. I think it's just classier in general. I prefer KC over AZ SPECIFICALLY because it seems like the designs are more down to earth and less lewd... overall, at least. Exceptions exist, of course.
Canon because you get the Atropos sniper rifle on NG+ and fly through the game as a victory lap with an overpowered team.
For the first playthrough, the player goes loud if they're gated by stealth and isn't canon lore, but this post specifically mentions the Atropos. Edit: For a week after release, stealth was actually mandatory.
Clumsy Nun: "Sorry about our outbreak, we get really emotional when it comes to our Nun Family." Little Nuns of the City: "It's fine, we would probably react the same. Also we are honorary members of the RRG." Glasses Nun: "My adorable head looks over the shoulder of a Little Nun of the City!"
