I spent over 30 minutes using everything from SauceNAO to Yandex trying to find the actual artist (the guy who posted it doesn't look like the artist based on his other tweets), but to no avail.

it's Nightfall, the right shoulder weapon and left resembles the Songbird and missle launcher

I feel like the main reason they're avoiding adding him to banners is because of the bug/hack of his skill that straight up deleted map entities and NPCs permanently. Granted its been fixed now and affected accounts were rolled back I believe. They're probably worried that the bug/hack would show up again.

This whole trend in newer gachas of new character releases being predominantly in limited banners is a blight that needs to be corrected. At least add them to the permanent banner after several patches since the minuscule chance of getting a specific unit makes it a trap anyway.
