Couldn't find Rumia, Rinnosuke, Tokiko, Suika, Aya, Satori, Kokoro, Nemuno and Chiyari provided it contains all Windows era touhou characters. The Wakatsuki sisters are confirmed to not be present
Edit - The artist said on twitter that they forgot to add Aya and Chiyari and they didn't know Tokiko at all.

I found Rinnosuke, left most spot in the human village. It appears Rumia is mistaken for Medicine, however, not sure where Medicine is. Someone seems to be between Yuuji and Utsuho, someone between Futo and Ringo, not sure who else I see. It looks like there's two faces in the south forest making a > < and ^ ^ by Mamizou, but it's hard to say if those are anyone or just the shading (though nothing looks like that shading wise around it). Someone behind Momoji, or perhaps that is Momoji and someone in front of her is mistaken for her? I see ears on the unmarked of the two. Someone unmarked above Momoyo as well.

Fixed the note for Rumia. I am guessing the girl between Futo and Seiran must be Medicine then

I think those shapes under Mamizou are supposed to be ears of the other tanuki and the character behind Momiji is an unnamed wolf tengu. You can also see some other kappa in the river next to Nitori.
I've been frying my brain trying to decipher what CP means in that one peculiar context, and I have failed. Safe to assume it's not corporal punishment, cheese pizza, or champion points, but it looks like some kind of ship, maybe romantic or not.

Yep, it means "Couple". It's how you usually refer to a 'ship in Japanese (and I guess Korean as well).
These mixed crowd illustrations with lots of series and characters are always fun. There are a few that I'm definitely missing though. Does anyone recognize the un-annotated characters here?
Managed to identify the cat as Oragon from Monster Strike. Blue thing may also be from there.
So not a cat at all then, the "ear" was a single horn.
For a franchise with "monster" in its name, and even with this Oragon seeming to serve as a mascot of sorts in the UI of their website (it shows up a lot in icons and things), the creature-like characters don't seem to have much prominence. Almost everything listed or drawn in fan-art seems to be human(oid).
If the blue thing is from this game / series, it might be hard to track down.
That's a lot of pokedex entries... I've got to admit though Quetzalcoatl + Koala = [Quetzal]Koalius is pretty clever. (At least I assume that's what they were going for based on the Aztec-looking accessories and stonework on the throne.)
There's very little beyond the color and possible ears (what I initially thought were legs) to link it to "the blue thing" here though. It really isn't drawn with any real sort of distinctive details to let us draw a strong conclusion.

Maybe that's the artist as he represents himself as a blue mouse
