Mostly because he was influential and powerful. The era of the Kaiserreich under Wilhelm I was pretty much run by Bismarck and the emperor's grandson, Wilhelm II, did not like that. Also, he felt Bismarck was too tame since did not want to show off with military hardware or pursue the acquisition of colonies - something that was en vogue in Europe at the time - and kicked him out, wanting to proceed with all that (though he was late).

The new kaiser needed to prove himself politically to his own domestic audience, so he needed to act tough on the world stage. Otto von Bismarck had been keeping a delicate balance of power throughout Europe for the sake of international peace, and that didn't serve the new kaiser's goals of looking belligerent and hence, "tough".
Hence, rather than growing fat and wealthy through peace and prosperity by keeping their enemies pitted against each other, he set up a World War that wound up with pretty much 2/3rds of Europe tripping over itself to blast the shit out of Germany, and surrendering under humiliating terms, just like a "tough leader" should!

The weird part is, master being close to a breakdown was a thing, but in Kama's interlude and it focuses more on being tired.
I agree, that is kinda weird. There have been points in the story that delved deeper into the player character, most notably the Id chapter, but none of them delve directly into any possible trauma Guda might have from all the genociding.

I do wish that point would be tackle, i mean sure, we are pruning away "theoretical" timelines, which naturally wouldn't exist because our timeline is the true timeline. Still, it doesnt change the fact that our character is destroying whole worlds of people who up to that point, have been fighting to live in the world they inhabitant. Except the faries cause screw the fairies.

I’m sorry but this assumes a few things:
(1) That they’re within engagement distance of the enemy. With a sniper rifle, they could easily be past the distance of expected counter fire.
(2) That they’re acting as the primary force. It’s possible they could only be providing support fire to troops down below, essentially meaning they have no need to worry about hiding when the ground engagement will keep the enemy distracted enough.
Also:
(3) The barrel of the weapon has to stick out of the window in a situation like that if you want to be able to effectively aim between locations and not just one individual target. For that reason, being too far away from the window will actually be more detrimental to the mission, though technically safer.
(4) *Not* being in the shadows and being closer to the windows will help Chisato’s information gathering more to aid Takina. Not only will she be able to clearly see through her device (assuming it’s not just simply laser guided for measuring distance), she’d also be able to more easily see the enemy’s movements in a wider view, and notice any significant changes to the wind quicker.
