A normal everyday. Quite a lot of weapon systems end up 'formally accepted' and produced in absolutely minuscule numbers. I think it's more noticeable over here since state media tends to run its mouth about a 'cool new thing' only for the thing to fall into obscurity due to being too expensive/unreliable/overspecialized/etc.

I, for one, am glad Yura's a super utility light cruiser who can do a lot of things even if she's not the top-tier choice. With the right loadout, she can hit just as hard as the other front-liners, even if she has no duty to be there.
Being the only light cruiser who can also launch seaplane fighters is also pretty neat where the obvious choices (like CV, BBV, CAV and the likes) are locked out.

Still the only light cruiser that can launch seaplane fighters and opening torp... and can still DA at night.
To be fair Silence is the best choice of all four if you don't already have a good 5-star or 6-star healer.
Just to add, while you'll need to be lucky with the recruitment tags, Projekt Red is at least a guarantee with Fast Redeploy/Specialist and Crowd Control. Silence does not have tags that guarantee her. Even if you get Senior Operator and Medic, the pool is shared with Warfarin and Ptilopsis.
That said, I did choose Projekt Red for the name alone. The Witcher reference felt intentional. Now, I know she's a cute bundle of fluff and a useful assassin
