All the sources linked for this artist lead to a bunch of 404 pages, both on twitter and pixiv. And has been for a while. Yet this was uploaded yesterday. Can someone explain what is going on here?

I'm not sure what you need explained, it's possible to dump an artist's art to media assets and upload it way later, or save it to your hard drive and upload from there... I've heard recently that this artist nuked their accounts, that's why I uploaded what I could find.

I'd never think to save something to a hdd with an exact web-link attached for reference, that's what confused me. Thought maybe the author's account is somehow accessible.

They do have a lot of useful effects: enemies passing the chains will be 'ensnared' with speed debuffs, and some enemies will actively take DoTs as long as they're in the path of the chains.

That's autocomplete being annoying while tagging, there's just some combinations of two character names that often fall victim to this.
