You know nothing about produced vtubers from the looks of it. They are only voices. They didn't design the avatar, they don't decide in what game, manga or music video they want to be. Cover Corp. does. They could even change the voice actress if they wished because Cover Corp. has property of the avatar. The voice you don't know her face is a replaceable employee from a big company. In The Simpsons characters are dead when the voice behind is dead too, this is not different. That doesn't stop Matt Groening from owning rights and taking decisions over those characters like replacing the voice actor. Same energy.

As stated here, the reason the person could be any other avatar is because she is not the character but the voice behind it. If the company considers an avatar still profitable, they have every right in giving it a new similar voice instead of killing it or creating a new one. You can't do anything about that except not consuming the product. Something that you will consume even when complaining about it, just like previous drama history has shown.
