It is true, FGO has the worst rates hands down of any gatcha. With a ridiculous 0.6% percent for the SSR in normal summoning and an incredible 1% when rate up is available for certain SSR, along with the most hardline pity system, the joke "Rate up is a Lie" is pretty common for that reason, and if you really want someone its suggested to at least have 900+ quartzs to at least trigger the pity system.
