No one's yelling at him. The artist is probably making a joke about the fact that when he posted this, he had only drawn Natsu, Kazusa, and Reisa, and Reisa isn't even a member of the After School Sweets Club.

Mortis's dialogue in this image, 「健康によくない!」 is from a scene in Ave Mujica episode four, while she is in a taxi talking to Uika and makes the pose depicted here.
No. We used to discourage it on the basis that artists will usually be biased toward their own work. There are some users that are still against them, but officially, we no longer treat them any different from any other upload. As long as it meets quality standards and at least one approver likes it enough, it will be accepted. You can search status:active approver:any to get an idea of what those quality standards are, as well as the approvers’ tastes.
I think such arts should be prohibited on this site as it brings political matters and in fact are a material that ignites a cultural feud.
Political arguments aren’t really all that common here, and when they do start, the mods usually do a decent job keeping things from getting too out of hand. If you find a post offensive, the best thing to do is to add the relevant tags to your blacklist so you won’t see them. You can blacklist artists too.
