Even if it cost real money I'd liken it more to doujins or commercial game official art, but you just buy it with steam points, so I'd assume it would be fine.

It doesn't even matter whether steam points have monetary value, since all the assets are publicly available.

You can just grab the full size URLs from the previews in the points shop.
