He had a very promising start to his career with Yutaka, then he fractured the proximal sesamoid bone of his right foreleg really badly. The entire bone basically split in half vertically. Fortunately they didn't go with the usually prescribed euthanasia option and were able to bolt the bone back together again and Global recovered (albeit with some complications to his other foreleg because of the stress placed on it while the right one recovered) but his career was never quite the same afterwards. Did manage to win a GII post-recovery though.
Yeah, Sugar Lights is definitely based on a Yamanin (her hair color and hairdec colors), and Global's leg injury and method of recovery maps to Lights using a wheelchair and her "mechanical" approach to be able to experience racing again. She also has C.B.-style hairclips and the ahoge, which is likely a nod to the IRL Global being a son of Mr. C.B.
Odd that they went with "Sugar" in her name though. Made me think briefly of Teio's daugher Yamanin Sucre, then I noticed Lights' ear dec which marks her as based on a stallion.

aaaaaaahhhh... So that's why. I mostly saw the races he participated only during the 90s. I didn't even realized Global was part of the Chasm Generation of '89. Noted... noted. I'm expecting to have some tearjerker moments in the Scenario then. Who knows... maybe she'd have some words about Oguri too like the her other "genmates" in CinGray.
I have no idea why they went with Sugar Lights too. Probably along with the feel of it? Like the Sugar part may evoke Positiveness and the Light part alluding to Hope? Basically playing into her wanting to "run" again schtick.

So is she confined to the wheelchair? I think one of the training events depict her to be able to do pull-ups.
She is basically similar to some people IRL that still having that problem walking even they recover from that long time leg injury... Still she can't run which was the love and passion of an umamusume.

Daddy's being a(n alleged) rapist is bad enough here, but people on the Internet are also now worried over her IRL counterpart (whom Saitou Shinji absolutely dotes over) because him getting convicted would disqualify him from being a racehorse owner so Omatase-chan would have to be sold or "disposed of".

Not helping matters is the fact that she's got a natural teasing quality to her, especially in her interactions with Yuuka where she understands her friend's tsundere nature quite well and is trying to subtly push her to confess her feelings to Sensei. This is also not helped by the fact that Noa is an "all the right curves in all the right places" kind of girl (not that Yuuka lacks them, but Noa's figure is definitely more prominent and silhouetted quite well by that flowing, silky hair of hers). Her voice also has a naturally soft, breath-y quality to it that many find borderline-seductive, which again, only adds to the tease factor. All of this and her high intelligence add up to someone who can easily be portrayed as a sexual tyrannosaurus and a female bull, with an insatiable sexual desire and the ability to effortlessly outmaneuver Yuuka into Sensei's arms and pants.
To be honest, I'm surprised that nobody's portrayed Yuuka being cucked not just by Noa, but the rest of the so-called "Dryness Squad" given that Noa is just as likely as Hanako to have organized the outfit.
The commentary is a reference to the plot events of the "Mizu5" (fandom slang for Keikyoku no machi wa doko e) event story, while the background of the disheveled mannequin, torn ribbon, and broken mirror are an obvious visual reference to the trained version of Mizuki's featured card (post #8290201) from said event. These details warrant this upload being tagged as related to the event.
That is agreeable, but the project sekai tag has other images that has the mannequin and broken mirror tags too.
As for tagging according to artist commentary, it would be like tagging what's obviously a chicken as a duck because the artist said it is a duck, as an example.
Off the top of my head: post #6354079 Bow on the floor, knocked over hollow mannequin lacking any clothes as you mentioned. Or perhaps we should tag that one as Mizu5 too?
Any of those tags you had mentioned had really been synonymous with Akiyama Mizuki as far back as Secret Distance. So with that in consideration, as well as the apparent lack of any official alternate costumes, or scene references that could have sealed the case in your favor, to say that the artist commentary is relevant is a stretch.
It's understandable that this event had been an emotional one, and you may or may not feel like you had a personal stake to it, considering your atypical bump of contribution into the Mizu5 tag and wiki. As such, I would rest the subject here and refrain from further persuasion, let sleeping dogs lie as they say. But I must insist that this post does not warrant the Mizu5 tag.
That second Jeep behind the Wrangler might be a WK2 Grand Cherokee SRT8. The only thing off are the fog lights, its ride height, and the lower valance treatment, but that was the only WK2 (that I'm aware of) that came with the black grille trim extensions under the headlights. Non-SRT8s look like that but with a body-color grille and headlight trim extension or chrome grille with body color headlight trim extensions. The ride height also matches the non-SRT8 Grand Cherokee.
