It's the opposite actually! Green means "Ready to activate" and blinking red means "Recording"!

Comparing it to post #8774195, Koishi seems pretty accurate to me. I think we can see a bit of her third eye cord on her right shoulder in this image.

Well, supposedly, in a early version of the shows script, Suletta was supposed to be a Commander of sorts whereas Miorine was her mistress. Kinda interesting to imagine how things would have turned out had they followed that.
