Kuro's social media game is weird. Across their Twitter accounts for different languages (EN, JP and KR), the resolution of images can greatly differ. Sometimes an animated version of an art or a special art is only on certain platforms. For this little official art, it's only on Twitter as GIFs and the audio is only to one ear... (EDIT: Apparently it's fine without headphones, or maybe that was just me.)
I like this concept of Sensei and his favorite student-wife reproducing an OC daughter-character, rather than the precedent of copy/pasting the halo from mother to child. Maybe the baby started off with her mother's halo, and then it developed individuality on the final stages of pregnancy?

So the artist said they just got the image from Tokyo Tengu, which makes me think it may have been a coincidence. As for who she is, according to the artist, she's probably Chinese and may not have a presence outside of Chinese social media.
