I'm pretty sure the artist split up the quests between Florian and Juliana. So Juliana did Nemona and Arven's storylines (and likes both of them romantically), while Florian did Penny's and the DLC. So Florian was never all that close to Arven, but doesn't hate him or anything.
Need help tagging. There appears to be an artifact at the top of this picture a few pixels tall. The chromatic aberration is not present and there is colored lines on the right and left. Compare to the bottom border and especially compare where the clouds meet at the top and bottom. So it is some sort of bug/artifact. Anyways I don't know how to tag this.
