It's important to note that if Mr. Araki does a character sheet for Jonathan now, he would most likely change his measurements. There's this Q&A he did with Lucca comics, where the interviewer was asking him why Jonathan is not buff anymore and that he looked like a Sailor Moon character now. Mr. Araki said something along the lines that he now draws Jonathan with the intended, "correct" proportions. In short, implying that skinny Jonathan is the canon Jonathan now. Considering Dio has always looked more or less around the same size as Jonathan, he would probably have had different measurements if this character sheet was released around the time of Phantom Blood.

Another change that Mr. Araki did would be Dio's age being 18 now when in an old fact sheet from a 90's artbook (JoJo 6251), it was mentioned that he was born around 1867-68, which would put him in the 20-21 age range considering the timelines. If his height was also included in that fact sheet, it would definitely be different to what it is now.

If I remember correctly, the character sheet for Dio stating his height as 185 cm was released around 2022. At that point, the way Mr. Araki designs characters has drastically changed. Looking back on how he used to design characters originally, especially a character like Dio, his current height of 185 cm just simply doesn't make sense.

Sorry if I was rambling but all I want to say here is that originally, perhaps Dio's height probably would've been closer to Jonathan's.

    I think Araki was being like George Lucas about it. He would likely say the same thing if he drew Jonathan in the late 90s.

    I disagree. Mr. Araki's perception of how characters should be has drastically changed over the years. It's not just the artstyle. The characters themselves have been retconned. He's moved on from that "big, buff dude" design. With how he designs Jonathan now, let's just say people would riot if he released a new character sheet for him
