I have no idea too. No one of minor characters on Touhou wiki seems to have similar design.
My guess is that she's likely the artist's original character (OC).

Huh, never in my life I would've known that since I don't read any of the Touhou printworks. Yeah, I've said it. I'm into that, any of its games, any of its music or any of its memes either. Big deal.
About the rainy fairy, let's give her a proper name. "Dewdrop" sounds fitting and cute.
