The commentary is actually quoting the (Tuoba) Wei Shu, and is describing events from Tuoba Hong's reign up to his death at the Gutangyuan imperial abode, so retagging as Northern Wei.
Fun fact: later in the same chapter, we see a similar illustration where Ikumi sacrifices herself to defeat a mirrors offshoot using the Kimochi of sadness, and that illustration portrays them in the same positions as this one. Furthermore, in a later chapter, we see Infinite Iroha face down Winchester in another illustration that portrays them in similar positioning.
