If the idea is that Alice is explaining how a phantomous Jizou came to be to Kyouko, and that it's not common in response to Kyouko greeting "all the jizou", and then wonders why this particular jizou is the one that became animated: those staffs probably represent the location of jizou in the forest, or travelers in the forest (walking stick). The curled top of the staffs makes me think of a Buddhist staff with the metal ring topper and the chimes, but simplified.
Not tagging this Mortis because the MutsuRaana scene in episode 6 don't have her wear her school uniform, so this is probably some imaginary situation.
