The commentary is a double-entendre; they wrote 勃っちちゃん, read as Bocchi-chan, except they used 勃 for Bo which can be read as "erection". Translated as Ecchi-chan for an english version of the pun.
I don't know if anyone knows this, but what makes this funny is that, Konaka Chiaki, the head writer of Ultraman Gaia, also wrote for some Digimon shows, such as episode 13 of Digimon Adventure 02, aptly titled; "The Call of Dagomon/His Master's Voice", as well as being the head writer of Digimon Tamers. Small world, huh?
Even though he didn't write the script for the Ultraman Gaia movie, the point still stands. This is just something I would like to point out, to those who aren't familiar with the Ultraman franchise.
Okay, maybe it was just me, but the pink part above the sash made it look like it was somehow showing it circling around and it was fudging up with my brain for a bit before I realised what it was.
