And aside from being false in this case, self-upload isn't a valid flag reason, anyway. Self-uploads may be unofficially discouraged (at least by a segment of the userbase here), but the rule against them was repealed some time ago.
Even by Zeek standards those shields are fucking stupid. Like, that did the commissioner hope those would achieve? They would just break easier, or worse deform to the point where they are a hindrance, such as causing the swords to get stuck or blocking the barrels of the machine guns, not to mention actively contributing to the barrels overheating.
