If you took even the slightest moment to check the artist's work, you would realize that they've been drawing for a lot longer than AI has been around, and that their art style progression is much in vein with when this current image was created.
I'm pretty sure this is not Korone. The commentary and hashtags on twitter do not reference her or Hololive. The only thing I can find is that she seems to be related to a (rock) group called "Zutomayo".
