Tags like that need to be populated to be of any use, but we also don't want a bunch of superfluous tags. For tags that cover a general concept like this, you should propose it in the forums first to see whether it would be useful to the community. You can open a separate topic for each new tag or group of new tags you propose.

I was unsure if there was a good tag for this, so I decided to create “nearly_naked_dress”. I know of at least one other post that could use it, and it is one of Texas funnily enough.
We already have the revealing_clothes tag, no need to reinvent the wheel.
