plain epaulettes
Strips of cloth on a shirt or jacket shoulders without any fringe trim like an epaulettes or rank indicators like a military shoulder boards. Usually only attached to clothing at the ends. Can also be called shoulder tabs.
If in military uniform/police uniform context then it's most likely shoulder boards instead.
