Date Akira is a world traveler who, upon returning to Japan in order to fund his next adventure, was hired by the Kougami Foundation to become the first wielder of their Birth Driver.
Unlike OOO who uses Core Medals, Birth transforms by way of the expendable but very common Cell Medals, which also double as ammo for his Birth Buster or "payment" for Birth CLAWs, an armament system contained within gashapon-like Receptacle Orbs located throughout his armor. Later in the series Akira leaves Japan, and during this period Gotou Shintarou takes over as Kamen Rider Birth.
