Belle, along with her brother Wise, manage the Random Video Play Store on Sixth Street in New Eridu and form the team behind the legendary Proxy identity "Phaethon".

Her name in the Japanese translation is Rin.

Voiced in Japanese by Senbongi Sayaka and Courtney Steele in English.
