Does belly_peek require that the navel isn't visible? I've seen a lot of images were the navel is visible but which can't be tagged midriff. E.g. post #1479231. It seems like it would be a good idea to apply belly_peek to those situations as well.
While you're at it, how about creating a tag for pictures where the clothing is riding up. There might be some interest in that. Not sure what to call it though.
Edit: Also, what if the picture is the reverse: extra coverage on a swimsuit so that only the lower part of the belly are shown, such as in post #713570?

It's not a direct answer, but pixiv has these tags: ヘソチラ (search / pixpedia) and 腹チラ (search / pixpedia)

Why can't post #1479231 be tagged midriff?

I understood midriff as being for characters wearing clothes that are designed to bare the midriff, rather than images where part of the midriff is incidentally visible. That mostly seems to be how it's currently used.
There are plenty of posts under midriff that don't have clothes designed to show midriff, such as the ones under midriff shirt_lift. Neither the name nor wiki hint that the original design of the clothes is a factor in whether the tag should be used, and I'm not sure why we would use a criteria like that.
