Covering_breasts is not implicated to the breasts tag, so it can be used for images with flat_chest without any changes. In fact, it is already used that way.
Also, flat_chest wiki says that this tag can also be used for traps.
Western culture (and modern Japanese culture) would suggest that a man attempting to preserve his modesty would not be overly concerned with covering their chest, as a bare male chest is entirely socially acceptable. Moreover when a woman covers their chest, the goal is not simply to cover the whole chest, but specifically to hide the breasts / nipples, as that is the portion of the body that is taboo to display. In that way the original tag makes more sense.
If there is a case where a man *is* trying to hide their chest, feel free to use the tag, but I don't think an alias makes a lot of sense here. It simply dilutes the meaning of the far more likely scenario being tagged.
I agree with your first portion, which I also think is the "feel" such a depiction on an undeniably "male" male would be going for (on traps, this is evoked much more, eh, naturally).

Looking at these, I'm getting conflicted about how I'd want to swing on this. covering_breasts definitely implies unwanted exposure (or perhaps a tease), whereas covering_chest could be extended to, say, hiding the apparel in that area.
...Cumbersome as it looks, what about covering_bare_chest? Even if it's to, say, hide a tattoo, tanline, or "hickey", would those mesh well enough with the intent for covering_breasts?

I think we could change this to be gender neutral, since that area is technically referred to as the breast regardless of sex and there are in fact male examples (Tenzou in post #1014659).
Also the term "supporting" seems a little misleading if it's simply about preserving modesty. The wiki and a majority of the tags under covering_breasts seem like they would fall under a hand_bra (http://en.wikipedia.org/wiki/Handbra) tag, which makes sense since that's what I think about when I hear the term.
The ones that don't are images where another objects covering the breasts, such as post #1282956, post #122250, or post #827143 (and most bath-towel pics).
This becomes a slightly different issue, but I think the difference is great enough to warrant creating a hand_bra tag to differentiate the two. Nanashisan743 had this idea in forum #52600 but I think he went about it the wrong way and there were a couple misunderstandings.
As for covering the general chest/torso, I think that's general enough for the covering tag alone.

If this is going to remain a separate tag, it at least needs the same implication as the others.
