They are the same artist.
According to jakou_nezumi's home website, its twitter linked to mouse_(nezumi33). Home website shows that they made the same Doujinshi.

PS I think it's better to keep both URLs http://rinrin.saiin.net/~nezumi/web/ http://rinrin.saiin.net/~nezumi/, because they are different sites.
http://rinrin.saiin.net/~nezumi/web/ pointed two parts of the artist's work.
http://rinrin.saiin.net/~nezumi/ is a separate site, i don't find the way to link each other.
