Reason: They're used for the same thing. English should be preferred over emoticons when possible.

I could swear I've seen a few pics here where the character is clearly making that expression yet not licking their lips - for example, sticking one's tongue out while concentrating on playing a video game.
I'm not certain, though, and :q girls_playing_games turns up nothing, so...

If it's indicating concentration then I think it should be tagged concentrating.
:q is a terribly unintuitive name for a tag. I would much prefer to have it replaced by other tag(s) if at all possible.

Word. The difference between :q and :d is not at all immediately obvious.
Also, if a precedent is set here, I'd like to get rid of the spaceship firing twin cannons tag as well.

That's been discussed many times previously. Smileys are supposed to represent exactly what they look like. Descriptive tags should express some kind of intent or higher-level interpretation. That's why we haven't aliased them previously, and I don't see it happening for :q unless we completely change the policy on that.

Yeah. The problem with using word-tags for expressions that match the emoticon is that the emoticon is actually much more specific in those cases. There are many words and phrases that could describe the action, but only one emoticon really.
It just gets messy as it starts to look less like the emoticon, which is a valid problem.
I skimmed the first few pages under :q and can testify that none of the posts under it resemble the emoticon to such an extent that it can't be better described by words.

If :q and licking_lips are to be kept as separate tags, what exactly is the distinction between the two? I haven't seen anything in :q that I wouldn't tag as licking_lips.
create alias :q -> licking_lips
I realise this is necroing, but after years of using both tags, I really don't see any distinction between them.
IMO, with licking_lips, it should be clear there's some sort of sideways motion going on, like post #2442325. I don't think it should be tagged when it just a tongue going straight up like post #2447163.
