On wiki,
Hairband is for top of head
Headband is for forehead
But in practice these two tags overlap and people just tag both.
Examples:
Hairband that's also tagged with headband
Headband that's also tagged with hairband
Hairband positioned near the forehead
Correct example that features both

ETA: To be somewhat fair though, in real life the way people use "headband" is the way Danbooru uses hairband, which is where most of the mistagging comes from.
Yes, at first I was gonna suggest merging the two but then there's posts like post #9065313 where it's clearly just a headband.
Yeah it really is just a case of people not knowing or reading up on the tag. Some examples on the wiki page might help things somewhat though. Name doesn't help but there's no reason to merge the tags together when they functionally serve different purposes. I've always hated the reason of "It gets misused too much" when it comes to tagging because if the tag is useful enough then it should just be cleaned up rather than having aliasing it away or similar.
