Imply high heels to shoes

BUR #38305 has been rejected.

create implication high_heels -> shoes

Aside from common sense, it is directly state in the high heels tag description that high heels are a type of shoes. I failed to find anything in the forum that highlighted why high_heels should not imply shoes.

High heel boots, which are boots and is the first tag listed in the high heels wiki for types of high heels.

This would be like if long sleeves implied shirt. They're not specific to one garment, they're just an attribute.

I took the liberty of changing the wiki to how it is used now, as an umbrella tag for all high heels, shoes or not.

The bulk update request #38305 (forum #340494) has been rejected by @nonamethanks.
