Do parodies such as post #8654934 and post #8895055 still count as Teto? This feels like a Doro or yukkuri situation where it starts out as one character but turns into a meme adopted by other characters.

I think Pearto as a tag is fine, maybe create a regular tag instead of a character tag but I think it's necessary to have a tag regardless. We have tags for many other notable memes and removing a tag just makes it more annoying and harder to find specific images that fit the criteria.

No one is suggesting the removal of the tag. This request is to imply one tag to another, which means the former tag will automatically add the latter tag.
This situation feels similar to Neco-Arc (which doesn't implicate Arcueid Brunestud), meme characters like this often take on a life of their own and breed parodies as pointed out by evazion — pearto (meme) is probably the better solution there because, coming back to neco-arc, neco arc parodies aren't tagged neco-arc (cosplay) but neco spirit which acts as the umbrella 'neco-arc meme' tag if you like
On second thought i think the best solution is to leave it as is without any implications since it is (even if you don't acknowledge it as one) a Fanloid - a joke Fanloid but still a Fanloid. We don't imply Shiteyan'yo to Hatsune Miku so why imply Pearto to Kasane Teto?. But if we go with renaming it to meme then I guess the wiki should be updated to have less of a focus on Teto since there's variants of it as other fruits/characters.

I think that it keeps as is because it were never brought to attention (at least no BUR were made to imply Miku to Shiteyan'yo ever).
We do imply Takoluka to Megurine Luka though, something which I've been iffy about because there are parodies with other copyrights and these are tagged with Megurine Luka but not Vocaloid, and I'm hesitant to add Vocaloid to them: takoluka -vocaloid

Didn't realize Tako was implied to Megurine Luka. In that case then I guess Shiteyanyo probably should be to Miku too?. But then again there are posts like post #7555914 where it's not really Miku. I had the idea that most people saw those as joke characters rather than actual memes, like the example Skippy provided of Neco-Arc being based off Arcueid. In the case of Pearto it's called a Pearto because of "Pear[te]to". It's based off Kasane Teto. So if we turn it into a general tag I'd probably suggest changing the name because for example the first post evazion linked is neither a pear nor a Teto, it's a... Shroomrei?.
As for yukkuris I did see them as a meme years ago because they were mostly used as an exploitable but then they started being treated as a completely different species in Touhou fanon.
