Alias from okappa

BUR #37619 has been rejected.

create alias okappa -> bob_cut

I noticed the okappa tag when reading tag group:hair styles, and it's listed along with bob cut.
But actually it has the same meaning as bob cut in Japanese.

This tag hasn't been used in over 10 years.

The bulk update request #37619 (forum #338408) has been rejected by @nonamethanks.
