Imply holding rod -> rod

Missing implications. Also I think we might wanna specify how we should use this tag.

You forgot to imply holding as well. All holding implications should imply both the object that's being held and holding itself, notwithstanding if the "holding_*" implication gets accepted (which in the cases that they don't, they're just holding + the object's tag or a close-fitting holding_* tag).
