create implication multi-strapped_panties -> panties
create implication multi-strapped_bikini_bottom -> bikini
create implication multi-strapped_bikini_top -> bikini

It's self-explainatory.
This raises the question of whether bra or panties should be tagged when only the bra straps or panty straps are visible. Sometimes these multi-strapped tags are used when only the straps are visible, but bra straps and panty straps currently don't imply bra or panties, which suggests that bra and panties shouldn't be used when only the straps are visible. But on the other hand, color tagging and things like side-tie peek and panty peek make it so that bra/panties get tagged anyway when only the straps are visible, so I guess this distinction is impossible to maintain anyway.
