rename naval_sailor_uniform -> naval_working_uniform
At the moment, naval sailor uniform could be mistaken for a duplicate tag for naval uniform. This BUR aligns the naval uniforms with how we have tags for regular military uniforms: just as military combat uniform/military fatigues mean combat wear and military dress uniform means ceremonial wear, so too would this BUR clarify naval working uniform to mean the day-to-day working clothes as worn on a ship, while naval dress uniform means ceremonial clothes.
