They are the same person, with the difference depending on which one's dressed for work. FGO alts can get implications, so should Ame, I'd think
It's common for characters with alternate identities (i.e. superheroes) to keep their tags separate—Sailor Moon and Tsukino Usagi, Spider-Man and Peter Parker, etc.
Is this particularly necessary in this scenario? There are no other human characters tied to this copyright and they're both visually distinct from each other. Having all Chouzetsusaikawa Tenshi-chan images always also tagged Ame-Chan in this situation seems like it'd only serve to force users to have to use more tags than is really needed when sifting through Ame-chan images. It'd probably be both simpler and better to simply keep the two separate and only tag them together when they're both are depicted.
There is no point in doing this since Ame is the only actual character in the game and it makes searching for posts with only Ame in them unnecessarily harder. Searching Needy Girl Overdose is already effectively the same thing as this implication.
The bulk update request #35921 (forum #332163) has been rejected by @evazion.
