Alias powering up to charging energy

BUR #35729 has been rejected.

create alias powering_up -> charging_energy

According to this wiki, I think it would be better to change the name to "charging energy" (or energy charge, gathering energy).

Another BUR. Because not only charging into energy balls, we also have fireball that can charge. (post #6574329 post #6813638)

create alias charging_energy -> powering_up

I'll do it as an alias. I don't see a reason to change it, powering up doesn't necessarily have to involve energy. It could be magic or something else.
