Final Fantasy XIV races

BUR #34571 has been rejected.

These tags typically imply the tag "final_fantasy_xiv" since they are the names of races exclusive to that game - people using this tag are familiar with the races from the game and there is likely not another reason they would be used. However, the issue is that we cannot have an implication of final_fantasy_xiv with these tags, because it is a copyright tag. So, I propose this category change, especially since people might use these tags to find specific OCs that are associated with Final Fantasy XIV, and OCs are treated as a character tag.

FFXIV OCs already have a base character tag in Warrior of Light (FF14), and if they have multiple posts associated with them, they also get an another individual chartag. Therefore, there's no need to turn the race tags into character tags, especially as you'd bloat the character list of NPCs such as Y'shtola Rhul who also get tagged with these tags.

We generally don't give the character category to species tags unless they don't have named representatives. It's precisely because OCs have named chartags that we don't also put the species in the same category.

Actually completely fair, I don't think this fully solves people that don't tag ff14 with the races, but it makes sense that this would create problems.
