Why isn't eyecatch implying official art

Wanted to ask this before I make a BUR.

It seems obvious that eyecatch should implicate official art, since it's always an anime or manga page. But maybe I missed something.

There's fanart tagged eyecatch because its based on existing eyecatches, like these DBZ ones:

Should those actually be tagged eyecatch or just screencap redraw/parody? We have a tag for TTLG ones in particular (ttgl_eyecatch) but it doesn't imply eyecatch presumably because it's just a parody and not official.

It can't imply eyecatch, they're different categories.

I also could be wrong, but I believe not all of the TTGL ones are actually redraws of actual eyecatches, they just parody the style, so they wouldn't be a good answer for the eyecatch/screencap redraw question.

I'd assume that implications should be very conservative with regards to possible corner cases, since you can always just add all the tags manually even if they're not implied, but once something is implied you can't untag it.
