Bad implication: blank speech bubble → thought bubble

I just noticed that blank speech bubble implies thought bubble. Someone has messed up a BUR. How do we reverse it?

BUR #34499 has been approved by @nonamethanks.

remove implication blank_speech_bubble -> thought_bubble

Guessing this happened cuz blank thought bubble was aliased into blank speech bubble.

Removing the implication wont fix the thousands of posts that's been misstagged. Isn't there a way to roll this back?

I'll fix it.
