I can think of two reasons:
First, a majority of these images do not have a specific NP tag. A lot are difficult to tag or are the sole image.
Second, that would multiply the tag's count by over ten and make it mostly memes and references with just Gate of Babylon and Emotional Engine alone.
I have no strong opinion on these tags, but am merely putting forward possible reasoning. But I will raise that this is a Fate-series tag and thus a non-zero chance of nobody ever doing the BURs (or they go ignored for months if not years).
The wiki also claims that it's for when the Noble Phantasm is unleashed, which can be extremely vague in many cases. Several NPs are just weapons. Does every appearance of Excalibur qualify? Is it only when it's glowing? Bellerophon is Medusa's NP, but her NP is actually the bridle, not Pegasus (which is what the tag is referring to). And since it's a character tag, it wouldn't be able to be implicated anyways. Should every time the Ionioi Hetairoi manifest be counted as one? Not to mention things like post #7567142 are currently tagged with this, just because Karna's holding Vasavi Shakti, nothing about it indicating that he's unleashing it.
Well, I've gone and populated Noble Phantasm (fate)'s wiki article with pretty much all the listed Noble Phantasms from the Type-Moon wiki, plus some extra weapons that one may consider a noble phantasm sometimes. If anyone unfamiliar with Fate wants an idea of how broad of a scope the classification noble phantasms can be. (And why I think it's a bad tag.)
